Cp3 or fuel press. Regulator?

First off, I am working on a 01 ECSB. I have a check engine light on. It comes up low rail pressure. When hooked up to the efi, at 2000 rpms my desired rail pressure is 12,078. My commanded rail pressure current is 1,241.
The check Engine light comes on and goes off at random. The truck still has lots of power. I just replaced all 8 injectors with Bosch injectors from Merchant Auto.
I believe the truck sat for awhile before I picked it up. Not sure if that would cause the fpr or the cp3 to go bad. When the check engine light is on the truck sometimes feels sluggish. When the light is off it has lots of power and sounds good. Not sure what direction to go. Could use some help. Thanks

I am getting a DTC code of P0089.

I checked the fuel lines, and the larger line has a kink in it. It also feels soft right at the kink.

I am not sure how to command full rail pressure.

I just picked up the truck 2 1/2 months ago from a dealer. The truck has 228,000 on it. I do not know how many miles on the CP3.

Big is supply, if it's kinked or soft, that will cause your problems. You can cut crimped clamp off factory quick connect and replace just the hose.
Supply is 1/2" I.D and return is 3/8 I.D

I can cut the hose off and replace it. Can I use hose clamps for the new hose or do I have to buy a special hose and clamps?

There is a factor crimp at both ends of the hose, cut it length wise on one side, just enough to cut the crimp and peel it the rest of the way off, then the factory hose slides off and you can slide new hose on. I use regular hose clamps but use two per end.

Well I replaced the fuel line, cleared DTC code. The truck ran good, seemed to have better response. Put about 10 miles on it and the check engine light comes back on.
The truck still has lots of power. When I put the peddle down it goes until I let off the pedal, it has never fallen on its face or lose of power.
You guys have any ideas?

I have a customer that had the same issue on an 01. His problem progressively got worse over a period of a year or so. Ends up the CP3 just got weak over time. His symptoms started showing up only when towing and gradually began showing up unloaded. Don't go and buy a new pump quite yet you need to do more testing. Did this issue start when you installed the new injectors? if so something else is wrong. If the issue was there before injector install I'd do more testing on the pump.

The truck had bad injectors when I bought it. The light was not on but it had the same stored code. I replaced the pass. Side injectors, drove it for a week, no light, but still had injector noise. Took it to a local diesel shop to have the balance rate done, drivers side was now bad. When I picked the truck up the check engine light was on.
The truck seems to run better when I have my flatbed fifth wheel hooked on.

It is still the p0089 code. It doesn't surge at a idle. When I am driving down the road and I let off the gas to slow down and the tranns free wheels the motor will make a slight loping sound.
