Fuel pressure

I would bet money its one of two things. You have a double gasket on the fuel filter (on the center with treads) or you have debris in the fuel sump. I just had a 2002 do the same exact thing. I have seen many filters with double gaskets over the years.

That spike and drop sounds normal to me, so I don't think it means anything.

I checked my lift pump wiring and it seems the pump hasn't been working properly. Going to test that. Don't think it's double gaskets as I've replaced all the filters and the filter head attached to the engine.

To drop pressure that fast you have a restriction. It not the regulator. If voltage is pulled it would spike high not low.
