What year truck? Manual or auto HVAC?
On the auto HVAC, if the outside temperature is above 43°F, the A/C is always running. You can override it off if desired, though.
On the manual HVAC, it shouldn't be running unless you tell it to.
Either way, on any year/config truck, you can see if the A/C is actually on the old-fashioned way: open the hood and see if the A/C compressor is on/cycling.

Well, you can't directly check that with EFILive, but you can read the A/C high side pressure sensor PID and use that to infer if the A/C compressor is on or not.
I'm not super familiar with the 2011+ trucks, but yeah, GM likes to run the A/C to dry the air, then heat it back up to your desired temperature with the heater. Makes for a more comfortable/consistent interior.
However, it shouldn't noticeably change temperature when you switch between inside and outside air, as it knows which place the air is coming from, and the temperature of each source, so it should be able to add the right amount of heat to keep the air out the vents the same. My 2003 does that without issue.
If you've hit the A/C button to turn the A/C off, and the compressor is still cycling, then something is not right. The truck is supposed to let you override things as you see fit. Might be time for a trip to a mechanic in that case.
Pretty sure gm has it setup so, if it is on recirculate, the AC is automatically turned on. Doesn't matter wether the AC button is on or not. Go look under the hood and see if the AC compressor is running when you have it on recirculate
