There are legitimate reasons to stop someone....running without a plate, new purchase or otherwise is one of those. In your situation, the cop was within the law writing a citation.....was it the right thing to do considering you were documented for everything except a plate?? That's discretionary....some cops will let it slide, others have a monthly figure to meet.....he hopefully met his. It sucks but that's how the dice roll....
I've had to recite law to an NHP who didn't know vehicle codes in Clark County (Vegas). Claimed he was "pretty sure" my exhaust was illegal.... I showed him otherwise, he still wrote me a citation. I went to court, proved he was wrong to the judge, he agreed with me and threw it out. I was pissed because even though I showed proof of legality, I still wasted 3 hours of my time because some dickweed of cop wanted to cite me for a bullshit reason.
I don't fault all cops for this, I understand they have a job to do, just like any of us. There's just certain officers who have an axe to grind, and we, as John Q Public, get to pay the price for their angst.
In Bob's case, a little discretion on the officers part would have been nice,....he chose to go a different route. That attitude is f**ked up but it's the world we live in. He wasn't a liability with his documentation, but a warning to get it home and park it would have sufficed.
