Looks like a Shuttle SRB (solid rocket booster engine). Think of a giant Estes model rocket engine. Once it lights, you cannot stop it until it's done burning.

I think they test those out in the hills near Pasadena, JPL property.

If that was a Shuttle SRB, that's the critter that failed and blew up the Columbia. It's made in segments that are stacked on top of each other, and it blew through the seal between segments.

No, it didnt. The SRB that failed blew the Challenger up in 1986. Columbia died on reentry due to a hole in the wing. :(
