LLY: 2005 Duramax mystery T connector

Buddy just bought a 05 Duramax, going over it a few things I am trying to replace. Not sure what this in the pic is or is suppose to be. It's leaking and want to fix it asap before it becomes a problem. Any help is appreciated

The motor will be much happier if you leave it as routed, just fix the seeping clamps and cracked rubber line. You don't want that oily mist introduced into the turbo as it came from factory. I'd be more concerned with what looks like a coolant leak on the turbo coolant stat housing.., and the repaired wires behind it.
