I was told POR15 can do that too because it becomes brittle and cracks which allows moisture under it and then it rots out even worse!
I planned to go with either Chassis Saver or Zero Rust, I'm on some autobody forums and I keep reading they hate POR15 because of what I just wrote. Just waiting on them to recommend one or the other for chassis saver or zero rust.
You can buy / use whatever you want, but they all work the same way. The only reason for these products to do what you're saying is because of poor surface prep and application habbits.
I would scrubb it down with diesel followed by a tide or similar powdered laundry detergent wash. If you have access to a pressure washer then use that to prewash it and final rinse.
Depending on if you live where rust is an issue or not you could Por15 it or melt some wax in gasoline and paint that on. Since I'm in California I would probably just paint it with oil based rustolium after hitting the bare steel with phosphoric acid
