Why aren't tables smooth?

Was looking over various tables and see that some are more peaky then the rockies. Huge vallies and mountains etc in the middle of tables. Logic would think they need to be smooth. What is the point of all the spikes? Specifically Torque based fuel Med altitude adjust is wow, but low is flat.

They first start with a math model then make corrections to it to fix areas where emissions fail.

Even the Main Injection Pulse table has been heavily edited after the math was done.
