That would be my guess, but that's an awful thoughtless place to put it.

It's a fail safe key from the stealership. My LMM and my 08' half ton both had them, it's fun to pull them and "let people start your truck" and then ask them if they tapped the brakes three times before turning the key....

Dam. I never tried pulling it out and trying to start the truck. All the good jokes I could have played on someone... good to know though now. Thanks!
