try the easy stuff 1st pull the glow plugs and see if its hydro locked for some reason once the plugs are out try and roll the motor over with a socket and breaker bar to see if its free

I would bench test the starter and make sure the battery your using is in good shape then go from there.
on edit: I would onbolt it and see if it spins free first off.

took the starter and bench it, it's fine, the battery is fine too.
I don't know why the starter is refusing to spin, I measured the voltage of the wire that come from the ECM and is connected to the starter selenoid and it has 12v
