twin turbo question?

It is a stupid question but i have a bet going with a know it all, Question is in a twin turbo application the primary turbo (turbo in valley) is the turbo that feeds the air for the atmospheric (Turbo on side) so that the big charger spools. Is this correct or not?

The small turbo (secondary/high pressure turbo) sits in the valley. Exhaust goes through the small turbo then into and out of the big turbo (primary/atmospheric). The atmospheric turbo sucks in air from the atmosphere and compresses it into the secondary. For the second stage of compression. So air goes from big to little. Exhaust goes from little to big
