I don't see how it would be possible without some sort of external device to keep the ignition circuit powered up after the key is turned off.

This is accurate.

You can use a turbo timer designed for something else... (HKS, GReddy, Apexi etc.) just take a little to figure out the wiring...

my remote start/alarm has turbo timer. before I take the key out, I hit the * button, remove key, lock/arm doors, and it idles for 1 minute (or can be adjusted for more).

As for OP, no EFI live can not change anything to make a cool down timer.
