I have a question about how turbos are numbered . My guess would be that the first number in say a 475 stands for a t4 pedestal and the second 2 numbers are the wheel size of 75mm . Someone please set me straight .

The first number is the frame size, S300, S400, or S500. The second number is the inducer size of the compressor wheel. The flange for the turbos can be changed depending on what turbine housing is run on it.
