I think it has to do with the porcelain (or ceramic) being razor sharp when it broken and its harder then glass too. Carbide cutter also known as a glass cutter.

yep and the Carbide cutter can be anything Carbide like a endmill or a 1/2 carbide boring bar like I keep in my glove box lol.

Use the other end if I ever crash in water or am unable to open a door.
