stock cp3 question again

I asked this once before i picked up a spare used cp3 for a couple reasons. however how hard should a cp3 be to turn by hand . i got this thing and you can not turn it by hand at all. is this an issue or is it from sittin. someone give me some insight did i buy a piece of trash

shouldnt be able to turn it by hand do to the tight tolerances of the dimetrical clearances between the plunger and bore
