Stock air box block off?

I went to replace my stock air filter and discovered a "mod" the previous owner did with metal HVAC tape. Before I remove it I wanted to know if there was a practical reason for this. The block isn't on the air box itself. The intake hole in the fender is completely blocked.

That’s from the factory. Remove it and replace it with an LBZ intake and have the dealer reflash the Maf for the round filter.

Good to know. If I get my hands on an Lbz intake I will take it off! Thanks!
