Steering Wheel shaft

I installed glow plugs, so I moved the shaft down. I had to tap the shaft down via hammer and crescent wrench as the pilot.

I have removed the same shaft on another 02, and I do not remember the shaft not being able to move freely.

Any ideas on how to move the steering shaft up?

My apologies. Lol. I forgot that the shaft is adjustable at the steering wheel side. My bad... Steering wheel is shaft is installed.
