Spooling with a cheetah 68mm, when I stand on the break and start to build boost, it will come up to about 4psi. If I creep a little bit forward it will make about 6psi. If I creep forward a little bit more it will build really erratic.

I'd say tuning. I can build 10lbs at 1800rpm. It's pretty linear until then. After that it feels like a surge on and off. My take was the vanes are changing.

whats fuel, boost target, in 1500-2000rpm? its almost as simple as telling the turbo to behave like it has a tighter turbine housing...

Usually a tq table is missed that limits fueling, the vane target positions are closed down pretty good at low rpms, low TPS% pedal position from the factory.

The fact the boost gets weird as the truck moves forward is also something that could be a tq limiting related issue
