In need of some guidance about vaccum pump delete, if I take it off do I plug it? if so with what? Also anyone near Socal have an EFI live laying around I could buy or even pay just to use?

As stated, the vacuum pump runs the EGR, so removing it will cause a check engine light because the EGR won't work anymore.
It might be possible to run an electric vacuum pump instead, but it begs the question of why you are removing the mechanical one.
If you fully remove the EGR system, you can switch to a federal tune and it will work fine. But that is likely illegal in CA, since the EGR was required in CA on the LB7. If you lived in a different state, swapping a federal motor in (or converting yours to the federal setup) could possibly be legal, though it's a grey area federally.
