seat heater elements are burnt out. Same thing happened to my dads tahoe. When you turn the seat heater on the heated/memory seat control module measures the resistance of the heating pad/element to make sure there are no shorts or open circuits. If the resistance is out of a specified range it interperates this as a shorted or burnt out heating element and turns the system off.
~120 bucks or so from Rock Auto per seat. (60 bucks for the butt part and 60 for the seat back part)
I replaced the pads in my dads tahoe (driver side) in about an hour and a half.
