Rear Leaf spring noise

For the last week, I've noticed a clunking noise coming from the rear of my truck. When I say rear, I mean the back half. The noise is only when I go over a speed bump or any kind of depression or irregularity in the road surface at an angle. I had been thinking it was my receiver wobbling back and forth in my hitch when going over said bumps. Wrong. Today I finally found it to be the left rear leaf spring bracket on the front side of the spring. It is the "C" shaped bracket that holds them together. There are, what appear to be, plastic isolaters that keep the leafs from wobbling side to side when the truck does this. They are all intact and solid. Mine appears to be very slightly loose. The right side doesn't do this or make the noise. I have to shake the hell out of the truck by hand from side to side to make it reproduce this clunking noise.:confused:

Going over speed bumps straight on is perfectly quiet.

My questions are:
1. Is it a problem and any ideas on what might have caused it?

2. If it is a problem, is it repairable other than new springs and how?

3. If not, anybody got any good ideas for replacement springs? I do pull a single car trailer from time to time and a 37 foot camper a few times a year.
