LBZ: PPE Lift Pump question

Just a question and looking for some help. Changed the motor on the pump. When I tore the pump down everything looked good on the inside. Put it back together and put on the truck. All was good until I put fuel to it, actually until I turned the power on. It runs. The truck runs. With power on the pump, the pump leaks out of the bottoms of the pump where the cap to the rotor and veins are, but won't leak with power off. What I don't understand is the cap didn't have a gasket or seal on it originally and I cleaned any corrosion on both plates.

What is going wrong? Could it be too much pressure (don't know what pressure is, but was at 12lbs. When I took it off truck 6 months ago).

Should there be a seal or gasket?

Is it put back together wrong?

I worked on this damn thing until 300 this morning and I don't know what else to do.
