p2138 Accelerator Pedal Position fault

I have a customer's 07 LMM C5500 that they brought to me with a p2138 code.

I went through the diagnostic tree, all checks out good. I am getting correct voltage ranges on Accelerator Pedal Position Sensor Voltage 1=.9v-4.2v and Sensor Voltage 2= .5v-2.2v

They put a new Accelerator Pedal and Sensor assembly in before bringing it to me...

But Accelerator Pedal Position (D)= 18.4%-84.7%
Accelerator Pedal Position (E)= 10.6%-43.5%

How can the voltage sweeps be correct but % be wrong???

I got the same codes once upon a time. Is the truck driving fine then all the sudden it's like it has no power and if you stop and rev it it takes forever to climb up in rpm and then it only goes a few thousand?
