747, F-16s fly over lower NYC, causing scare
Hundreds flee one building; employee says no warning provided

NEW YORK - A federal government exercise Monday involving low-flying planes created a panic in New York City and parts of New Jersey.

Two fighter jets escorted a low-flying Boeing 747 over lower Manhattan as part of a photo shoot.

That's the same part of the city where hijacked passenger jets crashed into the World Trade Center on Sept. 11, 2001.

John Leitner, a trader at the New York Mercantile Exchange building, said people began running outside when they saw the planes around 10 a.m. ET.

About 1,000 workers gathered along the Hudson River until a security officer told them it was a planned exercise.

Workers got no official advance notice, Leitner said.

Susan and Jay DeVita sent msnbc.com a photo taken by their son Michael from his office window, asking: "What is wrong with people. ... A photo op????? The people of New York and New Jersey do not deserve to be scared like this."

The Federal Aviation Administration said it had advance notice of the event and had notified local officials ahead of time.

"They were making two, maybe three passes," FAA spokesman Jim Peters told NBC affiliate WNBC. "The DOD (Department of Defense) and the FAA worked this all out in advance."

Peters said the 747 was "the back-up aircraft for Air Force One."

The aircraft that cruised through the skies over Lower Manhattan Monday — startling workers, prompting evacuations and rekindling memories of the Sept. 11 terrorist attacks — was indeed a presidential plane, the Air Force has confirmed.

The larger of the two planes was one of two highly customized Boeing 747-200 series aircraft that serve as Air Force One — when the Commander-in-Chief is on board. Technically, “Air Force One” is the call sign of any Air Force aircraft carrying the President. But President Barack Obama was not aboard the plane.

The plane is part of the Air Force’s Presidential Airlift Group, stationed at Maryland’s Andrews Air Force Base. On Monday, it was accompanied by an F-16 fighter jet on what the Air Force termed an “aerial photo mission.”
