I want to know if that's normal.

If I open up the drain in the WIF sensor, no fuel comes out. Im thinking it should drain the filter or is that drain only drains the water?

Im asking because Im chasing a Fuel pressure too low during power enrichment code. Im trying to sort the little things first and knowing the fuel filter housing issues letting air in, this is my first question.

Truck always had that code since I bought it. I can clear it and it will pop with a limp mode at 2200rpm. It does not illuminate the check engine light.

Does it come out if you pump the primer?

Then I would say it's normal. If it had an air leak somewhere else that would allow the fuel to drain (think shotgunning a beer, as soon as you crack the top she really rockets out!!)
If you open the bleeder on top I bet it would run out for you.

When was the fuel filter last changed?
