I'd bet its just how the tune is written so as to keep the low-end torque down to help the rods live at higher power levels. Best bet is to ask ATP what they think.
My hot tune cant/wont turn the tires over at all....but at 1/2 throttle on up, watch out. Boost ramps up to 32/33lbs just before shifts.

Check the intercooler for leaks too. I found two in mine and they have been there since it came off the showroom floor. They didn't even weld it in two spots.

pull the intercooler pipe off the charger and off the y bridge plug 1 end and go to Meanrds home depot or somekind of home improvemnt store you can use natural gas fittings to reduce down to 1/4 pipe thread.then get a 1/4 pipe thread tee put a gauge on 1 end and a small valve on the other and an air chuck into the valve. Its best to use a air regulator set to somwhere around 45 50 psi for continuse pressure because you have leaks you just dont know it yet ,all the lb7 intercoolers leak from the factory for the most part. You can try mixing up a runny soap solution in a spary bottle and spary all the fitting and conections to see if they are leaking,if they are there should be soap bubbles.Your probably going to find the bottom corners of the intercooler are bubbling away.
