New roll cage requirements?

I was looking at the website for the Texas Motorplex, and I found this on their track rules:

A roll cage is mandatory in all cars running 10.99 (6.99) and quicker or any car exceeding 135 mph. See NHRA Rule Book for more information.

Did the NHRA change their requirement, or is this something the track is doing itself?

The way I'm reading the rules is...A Roll Bar is good 10.0 unless you go 135 mph then you need a roll cage.

The only thing I found close to that was "If the floor and/or firewall has been modified, then a full roll cage is required beginning at a 10.99 e.t"

Sounds like it isn't an NHRA rule. I may have to call the track to see if it was a typo on their part, or if they have their own rules that require a cage for 10s. Thanks guys and gal.
