Help: Need quick help with Electric Fans, 18Volt, wtf?!?!

Okay here's what i got going on. I wired up my two taurus fans in my racetruck today, everything seems to work fine but when i checked voltages something doesn't seem right to me.

This is what i got for voltages on the wires going from the relays to the fan.

Fan on high:
High 12V
Low 17V

Fan on low:
High 7V
Low 12V

Here is a pic of how i have it wired. Is this right? Where the heck does that 18V come from lol.

And when i unplug the low speed relay and run the fan on high i have this:

High 12V
Low 17V

Unplug the high speed relay and run fan on low i have this:

High 7V
Low 12V


I guess that's the same as when they're plugged in lol.
