You would need a fitting to go into glow plug hole to pressurize the cylinder then take off springs then install seal.

Why do I keep doing this?

...and considering where the O/P lives (Ohio), the risk of a glow plug seizing and breaking in the head is rather high. With headgaskets at a reasonable price now, maybe it'd just be better to pull the heads.

just had the top end off the truck not too long ago.. I bought a valve spring compressor tool from o'rileys.. its a little slower but its working great.. it looks like the valves i took off were beaten on with a 12 point socket... however, i did see that the valve seals that come from victor are a bit larger then the seals that come from fel pro.. i just rolled the motor over on tdc.. it seems to work out well.. kinda have to go slow when its time to install the keepers.. but its working out nice
