Help: Need Help, anyone have a CAD program ??

I am putting a new deck on my house and am going to enlarge it.

I am wondering if anyone has a CAD program that will figure all the materials and hangars, etc and be able to print a top view drawing for the town.

I have the current deck measurements and the new enlarged size layout/measurements, if anyone can help me out I would be very appreciative.

I have to submit the details to the building department.

You are asking for what's called a BOM (Bill of Materials) addon to a CAD package. For a project that size, you will just manually count up everything. A BOM would be overkill.

The city normally does not a need a BOM. Often at city hall, there will be a suggested Patio Deck handout to give you an idea of what they are looking for. They are most interested in footings and how it attaches to an existing structure.
