Missing piece on bellhousing gasket.

Finished building my spare trans last weekend. Got it in the truck last night. Had no forward or reverse. Shift range inhibited would display after a few seconds. No codes but pressure out of the port on bottom of bell housing. Pulled trans lines and had no flow out of either while running. Just got the trans out and pulled the bell housing. To my surprise there's a piece that looks like it had been cut clean off of the gasket. Anyone else ever run into this. Gasket was from the trans go kit. Would that missing piece cause no engagement or pressure threw trans lines? Or do I need to dig further into the build.

Found the missing piece sitting right in the pump housing. Any reason this would happen? Inproper installation, warped plate?

I torqued the bolts with o rings to 32 and the outer bolts to 39 per ATSG. should I use a different spec?
