Shift speed timing delay reduced in "normal" mode to match
the speed of Tow Haul mode shifts; quicker shifts but no danger of tying up gears.

same tune, but increased the duration of lockup in 2nd gear coasting while in Tow/Haul. This lets the turbo brake remain effective down to 8mph instead of 17mph. It makes it easier to come to a complete stop when loaded/towing.
