LLY: LLY Max rail pressure help

I have an 04.5 lly that we recently installed dual fuelers and two brand new lbz pumps. When you start the truck it immediately goes to max rail pressure at idle, we've checked wiring from fpr all the way back to ecm and fuse box and swapped regulators any ideas or help greatly appreciated.

Ppe controller, I want to say desired was around 60mpa

I had a bad ppe controller, would do the same thing.

check your pressure sensor plug, if that looks ok try a new controller.

Update: took the belt off and disconnected dual cp3 controller and only ran valley pump and fuel pressure went to 88mpa instead of max so I turned off my lift pump and now it's idling correct so I guess I need a new cp3 controller and a manual fuel pressure regulator.
