Leaky turbo pipe!

I have a 05 duramax that is leaking oil out of this turbo pipe with blue hose and the spring clamps on lower left side of radiator!
Wondering if this is normal or do i need to change the spring clamps ?
Also how tight should those clamps be?
Any info would be much appreciated..

PCV rerouted? if not your sucking oil into the mouthpiece & getting it into the intercooler
