Question: How to remove plastic around around steering column?

Trying to tighten up the torx screws fr the shifter lever and I can't seem to see how to remove the plastic around column? I dont see any screws under the wheel to separate the top and bottom shrouds? Any tips?

Never mind, got it popped off, the spring for the shifter is in pieces. May explain why it will not go in "park". It goes into that position but still reads R, so may start with a new lever spring.
