BCM fuse? under hood.

Checked fuses and they were all good unless I missed one. Looked under hood and dash

Alright I'm stupid. Battery wasn't hooked up all the way. Thanks for the help this can be closed

Try leaving the ground wire off for the dual cp3. Makes one hellofva racket at idle:happy2: when it goes full fuel!
