I am relatively new to diesels, I have an LB7. While running a scan to compare Actual Fuel Rail Pressure to Desired Fuel Rail Pressure, I noticed an item called "Fuel Rail Pressure (FRP) regulator fuel flow command". What is this? My scanner reads it in mm3, which is a very small volume, (20,000mm3 = 0.005gal).

Usually it should be in mm³/sec, and it is the ECU's estimate of how much fuel the engine needs at the current load.
There is a lookup table in the ECU that takes the mm³/sec value and gets the regulator current in mA. It uses that as the baseline for the regulator command. There is also a PID loop to fine-tune the regulator current so the rail pressure matches desired. If the actual regulator current is too far off the baseline it will throw a code.
