First diesel

New to diesel pickups. About a year ago I bought an 06 Chevy Silverado 3500 Duelly to haul travel trailers. It has been working great. It had 45k miles when I bought it, now has 136k miles.

I have had a couple of incidences where the check engine light has come on when going up a steep hill with a large trailer, the engine looses power, will not do more than 2000 RPM or 45 mph. After shutting off the engine for a couple minutes it works fine.
the code is p0087 - fuel rail pressure too low. According to O'Reilly there are several possible causes and even more possible fixes. Any ideas?

Change the fuel filter, check the rubber fuel lines on the engine for suckling shut. Or better just replace them for now. Of code comes back put a lift pump on. And or FP reg
