do you need to license a vehicle in order to scan for dtc's. also i was tryin to scan a 96 vortec and could not locate a controller. are these non conforming to software or do i use a diff. controller.

I dont think the 96 is will work but if it will u may have to use the 99+ controler

with EFI you dont need a license to display or clear DTCs you can also read any supported vehicle without using a license

im not sure if the vette that you are trying to read is supported
try looking on the EFI website for the supported vehicles list
