Couple questions?

Just did glow plugs again and most had a bit of rust on them and they have only been in for about 1 year ( cheap set. Put on around 70,000 km since then) some were super tight to get out new ones went in good. Was thinking could it be from a bad batch of fuel? Co-op in town were I get most of my fuel just had to replace all the fuel tanks as no one was draining the water from condensation out of the tanks. Couple vehicle got wrecked. Or could it be a head gasket issue more likely?
One glow plug had a ton of soot on it and in the hole. Was wondering if that's a tell tail sign for the injector I have knocking a bit?

Because the rest of them had no soot or that type of build up I was wondering if that would suggest that was the injector that knocking or because of the difference could mean a lack of compression or quench problem.
