Converter won't unlock

Any one know what would cause a new converter to not unlock in a freshly built trans?

I had a similar problem and mine was caused by a bad ground. I would start with something simple like that.

I have also had problems with the tcc valve hanging in its bore

How free was the converter flow valve in its bore?

Converter flow valve is brand new and moves in and out with ease. However it is not a stock valve. Valve body was changed out with a known good one as well with no change.

For the two seconds it takes i would try unplugging the main harness to eliminate something electrical causing it.

Appears to be a bad valve.
