Is there a difference in Cali emissions trucks' turbos vs no Cali emissions trucks? I've been told that they have a bigger wheel than non Cali trucks. Any truth to this?

Not true, only difference is LB7 Fed turbine housings are not the same as Cali. One bolt hole is slightly off, but can be made to work with Fed down pipes.
yep LB7 was the only one with different models for emissions reasons. The rest have all been the same.
