Yes, the boost increase valve works. It won't do much for you without a tune of some kind, though. The stock wastegate setting is able to burn all the stock fuel, so adding air but no fuel won't gain you anything.
As for when you start to get on boost, from a dead stop, that varies a lot. It depends on what torque converter you have, your tune, tire size, atmospheric pressure, weight, etc. A roll-on at speed should start to get boost in the 1600-1800 RPM range pretty easily for a stock turbo.
