Banks Big Head Wastegate - Stuck End Link Adjuster

I picked up a used Banks Big Head and the rod end link that you're supposed to be able to turn to adjust is stuck. I've been using penetrating oil for 3 days now and it's still stuck. The whole rod spins inside the actuator head. I was thinking of trying heat on the end link, but I'm not sure how hot I can get that rod before it does damage inside the actuator head.

Any ideas? BTW, I am using the locking nut turned all the way to the upper end of the threads with a wrench on that, then a crescent wrench on the rod end link and it's not moving at all. I think it's rusty inside.

You could heat it without damaging the internals of the wastegate. just turn it a soft red quickly and stop heating. The heat will work its way up to the actuator but if you don't sit there for a long time with the torch I think you'd be ok.
