LB7: Bad cp3?

Short version: Truck cut off going down the road and won't restart. Desired rail pressure is 6200 psi actual rail pressure 290 psi.

Long version: 3-4 weeks ago I put a cat filter and adapter on my 03 LB7. I had a hard time getting it started, then realized I needed to take the check ball and spring out of the filter head. I got it running and let it idle for about 5 min before I left the shop. I got about 1 mile down the road and it started loosing power then it shut off as I pulled to the shoulder. Would not restart so I walked back to the shop to get an extra filter head and new AC Delco filter, put it on, and still wouldn't start. Hooked a scanner up and there were no codes. The desired rail pressure is 6200 psi and actual is 290 psi. I pulled the glow plugs to see if any were wet, they were dry. I capped off each rail one at a time, to rule out leaking injectors, still didn't make pressure. I swapped regulators and again still nothing. Also I forgot to mention I have fuel pressure at the test port so the pump should be getting plenty of fuel.

Before I try a new cp3 is there something I'm missing or have over looked?

No aftermarket lift pump I assume? (Fass, airdog, etc) If not have someone pump the primer on the factory filter head while you crank on it. If you start to see rail pressure and/or it runs it likely has a problem with the built in lift pump on the back of the cp3 or other cp3 issue.
