How far should the ATI pull up on the crankshaft? Should there be a gap so that the bolt and washer hold the balancer tight to the snout?

IIRC, you have to be very careful installing these. It's easy to get it a little cocked off, and burr up the inside of the pulley hub.
This helps with press fit anything:
Throw it in the oven at 250 deg and spray the crank tip with a can of "canned air" to ease assy. This expands the pulley, and shrinks the crank tip. No canned air? Do it in the morning when it's cold.
They might have changed these, but when I did my first, they didn't use normal eng'g practice. The first ~1/2" should be slip fit to get it started. Mine wasn't, IIRC.
Water pumps aren't bad since its 2 piece. I tapped mine on with a big socket and then it just drew in with the crank bolt
So you leave the hub on and take the dampner part off. I was thinking about that but wasn't sure. I need to take mine off to do the electric water pump and I was going to try and do some of it tonight.
Yup. Just remember to blue loc-tite the bolts when you reassemble it.
In fact, it makes it simple to remove the waterpump.
