Adjusting vane position

I have looked on a couple open vane tunes and my question is why not set the target vane position to 0 up to 800rpm? the open vane tunes I saw were 18-25% target position up to 800rpm.

you dont need to set it to "0" to get the rumble, even "40" will give a nice rumble sound
