Need more info.

What mods have you got done, how many miles, have you access to a diagnostic tool I.E. EFI Live to check balance rates?
And you say this started right after you changed the filter?

That's odd that you wouldn't have any codes.
It would be nice if you could check injector balance rates.
Do you have a boost gauge? Maybe you have a boost leak or a turbo that is on it's way out.

Do you oil your filter or is it a dry filter? I made the mistake of oiling my dry filter and it did this. Ive also had it happen to me when my MAF was bad. I cleaned it and cleaned it and it never really fixed it 100% , I bought a new one and it was all good from there.

I doubt he has one unless it was tuned in which case it could be a few different things. He would be getting a CEL constantly for insufficient flow if he had a blocker and no tuning.

I'd start with the boost leak myself and seeing what codes are logged along with an injector balance check.

i see now i was under the engine bay last night going around no it doesnt have a egr blocker as stated in the picture and checked the intercooler pipeing for any leaks on the hoses and none but what i did notes is i primed the fuel filter just 3 pumps and it started to leak out from the heater plug

You said your problems started right after a fuel filter change. Remove the new fuel filter and inspect the seals on it. Make sure the oring from the old filter didn't haing up and stay on the hub. Reinstall the filter and attempt to make a good seal. If you still have issues I'd try a new filter simply to rule this out.

after checking pipeping for leaks no leaks egr was fine and clean fuel filter was clean also
maf was clean and air filter

the problem was the upper fuel filter primer was leaking out when pumping the primer it was leaking out the heater plug. Rebuileded it with a rebuild kit and it salved my problem
