06 Dmax, balance rates fuct

working on 06 duramax, truck came in running rough, diesel knock. check codes it has a p0301,p0671,p0677 and p0116. coolant temp sensor appears to be registering properly. check balance rates and this is what I've got.

Cylinder 1 fluctuates around 1.5-2.4, cylinder's 2,3,4,5,7 all registering -4.02 and do not fluctuate. cylinder 6 and 8 registering -11.98 and stuck there

any ideas out there where to start? truck has 315,000 on original injectors so its possible there bad but the balance seem very strange.

another update, while monitoring cp3 data, pegged cp3 to 160mpa and max it gets to is 130-135 and takes a bit to get there. sits around 100-115mpa and fluctuates to 1350-135.. commanded regulator % at idle is around 38%. pull injector line to see if any metal filings and there is none on injector.

possible cp3 or regulator??
