02 2500hd lighting question

Ive got a 02 that I switched all the 03+ front end to. I reused all the bulbs and connectors in the new light assemblies. I believe the inner-lower fixture bulbs are supposed to be daytime running lights? My truck has a drl relay that lights those lights up but it is not being triggered via ground from the cabin. However my low beam headlights come on with ignition. Do the different year trucks operate the lights differently? Thanks.

If the low beams lights are coming on with ignition the light sensor doesnt think it is bright enough outside for day time runing lights. I got in it earlier the next day put it in gear and the day time running lights came on.
